This program is for workers who:

  • have the skills, education and work experience to contribute to the economy of a specific province or territory
  • want to live in that province, and
  • want to become permanent residents of Canada

Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target:

  • students
  • business people
  • skilled workers
  • semi-skilled workers

Understand the application options:

How you will apply depends on which Provincial Nominee Program stream you’re applying to. You might need to apply using the paper-based process, or by the online process through Express Entry.
As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.

Paper-based process:

  • You apply to the province or territory for nomination under a non-Express Entry stream.
  • You need to meet the eligibility requirements of the province that nominates you.
  • Once you have been nominated, you submit a paper application for permanent residence to Immigration, Refugees and Citizenship Canada.
  • You have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where you plan to live in Canada.
  • Application processing times are longer than through Express Entry.

How to apply through the paper-based process
In the online Express Entry process, there are 2 ways to apply:

  • You contact the province or territory and apply for a nomination under an Express Entry stream.
  • If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.
    OR
  • You create an Express Entry profile and show the provinces and territories you’re interested in.
  • If a province or territory sends you a “notification of interest” to your account, you contact them directly.
  • You apply to their Express Entry stream:
  • If you’re nominated, the province will offer it to you through your account, and you accept it electronically.

In both cases:

  • You must meet the eligibility requirements of the province or territory. And,
  • You must submit an Express Entry profile and show that you meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers.
  • If you are invited to apply, you submit an electronic application to IRCC.

Choose a province or territory : To be nominated by a province or territory, you must follow the instructions on their website and contact them directly:

Alberta : The Alberta Immigrant Nominee Program offers three streams — the Opportunity Stream, the Express Entry Stream, and the Self-Employed Farmer stream.

AINP Streams :

The Opportunity stream provides a pathway to Canadian permanent residence for foreign workers working in Alberta, who will require a job offer from an employer in Alberta in order to be eligible.
The Express Entry stream provides a pathway for Express Entry candidates who Alberta invites to apply to the province. Candidates are invited through their Express Entry accounts with the exact selection criteria not available to the public. Express Entry candidates who receive a provincial nomination through an Express Entry-aligned stream receive 600 additional Comprehensive Ranking System (CRS) points and an invitation to apply (ITA) for permanent residence at a subsequent draw from the pool.
Self-Employed Farmer stream for experienced farmers with the demonstrated capacity to operate a farm in Alberta.

Four top tips when applying for AINP

Like any application, it pays to be as prepared as possible when it comes time to submit your AINP application. With that in mind, here are four top tips that you should focus on:
1. Read all the relevant AINP terms and conditions. The availability of AINP streams and categories is dependent upon application volumes and labour market needs. The criteria for the AINP are routinely evaluated and may be subject to change at any time and without notice so make sure that you are as prepared as possible.
2. Review the AINP selection criteria: Each stream has its own distinct selection criteria. Be sure that you’re familiar with the requirements for your stream: Opportunity stream, Express Entry stream, and Self-Employed Farmer stream.
3. Review the language test requirements: It is necessary for you to demonstrate proficiency in either English or French by taking one of the approved language tests for Canadian immigration.
4. Follow the instructions laid out on the AINP website: For the latest eligibility requirements and application procedures you can always refer to the AINP government website.

BritishColumbia : The BC Provincial Nominee Program offers three ways to become a permanent resident in B.C. Each pathway contains different categories you can apply under, depending on your National Occupational Classification skill level, job, or international student status. Furthermore, some BC-PNP categories are managed under a unique system, known as the Skills Immigration Registration System (SIRS). Under the SIRS, potential applicants are first required to register a profile and provide some personal information relating to their job offer in BC, work experience, language ability, and level of education. The SIRS works on an Expression of Interest / Invitation to Apply basis, whereby registered candidates are assigned a score (out of 200), and the BC government conducts periodic draws in which candidates who meet the cut-off threshold for their category in that draw are invited to apply for a provincial nomination. Though some BC-PNP categories require applicants to have a job offer from a BC employer, certain categories managed outside the SIRS do not require applicants to have a job offer.

BC PNP PATHWAYS

Skills Immigration : Skills Immigration is for skilled and semi-skilled workers in high-demand occupations in B.C. It uses a points-based invitation system. The process involves registering and applying online for the BC PNP and a paper application process for permanent residency. You may not need prior work experience for some categories. Skilled workers may have work experience from abroad. Entry Level and Semi-Skilled category applicants need B.C. work experience. Recent international graduates of a Canadian university or college may not need any work experience, depending on the job being offered.

Express Entry BC : Express Entry BC is a faster way for eligible skilled workers to immigrate to B.C. You must also qualify for a federal economic immigration program. It uses a points-based invitation system, and is an entirely web-based registration and application process for both the BC PNP and permanent residency process. You do not require B.C. work experience. However, you must have relevant work experience as well as meet other requirements such as education and language.

Manitoba : The Manitoba Provincial Nominee Program (MPNP) seeks recent graduates, skilled workers, businesspeople and their families with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents. Manitoba makes it easy to immigrate and settle in our province.
The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba.

There are two streams:

The new International Education Stream (IES) for Manitoba graduates is dedicated to providing international students graduating in Manitoba and meeting the needs of industry faster pathways to nomination.
There are three pathways:

Note: If you are an international student who graduated in another province of Canada, you will not be eligible under this stream but may be eligible under the renewed Skilled Worker in Manitoba Stream.
The renewed Business Investor Stream will replace the current PNP-B business immigration category. Candidates must meet the program’s minimum eligibility requirements, have a genuine offer of employment from a New Brunswick Employer and have the full intent to live and work in the province on a permanent basis. This program will also help New Brunswick employers, unable to fill job vacancies with a Canadian citizen or permanent resident, recruit foreign nationals and international graduates whose skills are needed in the province.

The New Brunswick Entrepreneurial Stream is designed for experienced business owners and senior managers who wish to become permanent residents by owning a business in New Brunswick (NB) and managing it, while residing in the Province.

New found land and Labrador : The Newfoundland and Labrador Provincial Nominee Program is an economic immigration program designed to assist skilled immigrants and their families to come and live and work in Newfoundland and Labrador. Applicants must meet certain criteria such as having a job or job offer, the ability to economically establish and the intent to reside in the province, in order to be nominated for permanent residency. This program provides applicants with a dedicated immigration officer who will remain available to explain the program requirements and processes until nominees receive their permanent residence status.

Express Entry Skilled Worker
Please note that in order to be eligible for the Express Entry Skilled Worker Category, applicants must meet the following screening criteria:
1. Applicants must be accepted into Immigration, Refugees, and Citizenship Canada’s (IRCC) Express Entry pool. To confirm registration in the Express Entry pool, applicants are required to provide their Express Entry Profile Number (E plus nine digits). Applicants must also obtain a job seeker validation code (four digits) from IRCC.
2. Applicants must have a high-skilled job or job offer from a NL employer based on the National Occupational Code (NOC) classification system. The skill level (high or low) can be determined by searching for the job title on this page. The job or job offer should be for at least two years with the possibility of extension, from an eligible Newfoundland and Labrador employer. Pay should be in the form of a salary and benefits package that meets provincial employment standards and prevailing wage rates. Contractual or locum positions (short-term positions usually less than twelve (12) months in duration with little or no possibility of extension) are not eligible for the NLPNP.
Individuals who do not currently meet each of the above criteria are not eligible for the Newfoundland and Labrador Express Entry Skilled Worker category.

Skilled Worker
This category is for international workers and prospective immigrants who have skills that are beneficial to the labour market. Eligible applicants are required to have a guaranteed offer of employment from a local employer, or be currently working in the province on a valid work permit. Employers must also demonstrate a need for the applicant’s skill set.

Northwest Territories
To immigrate here through the Northwest Territories Nominee Program, you need to either:

  • be ready to open, purchase or invest in a business in the NWT; or
  • have a job offer from an employer in the NWT.

If you’re there to open, purchase or invest in a business in the NWT, you can apply for the Business Stream. If you have a job offer from an NWT employer, we call that the Employer-Driven Stream.

Employer-Driven Stream :The Employer-Driven Stream is for employers who want to hire and nominate foreign nationals when there are no Canadians or Canadian Permanent Residents available. This stream helps employers hire critically needed and skilled workers, and helps workers achieve Canadian Permanent Residency through three program categories. Nova Scotia : Through the NSNP, prospective immigrants who have the skills and experience targeted by Nova Scotia may be nominated to immigrate. Review the different NSNP streams to determine if you qualify:

Nova Scotia Labour Market Priorities : The Nova Scotia Labour Market Priorities stream selects candidates in the federal Express Entry system who meet provincial labour market needs to apply for nomination. Only candidates who receive a Letter of Interest from the Nova Scotia Office of Immigration may apply.

Labour Market Priorities for Physicians :The Nova Scotia Labour Market Priorities stream for Physicians selects physicians to apply for nomination through the federal Express Entry system. Only candidates with an approved offer from the Nova Scotia Health Authority or the IWK Health Centre who receive a Letter of Interest from the Nova Scotia Office of Immigration may apply.General practitioners and family physicians (NOC 3112) and Specialist physicians (NOC 3111) will receive a Letter of Interest once NSOI is notified of the candidate’s Express Entry profile number and a signed approved opportunity with the Nova Scotia Health Authority or the IWK Health Centre.

Physician :The Physician Stream assists Nova Scotia’s public health authorities – the Nova Scotia Health Authority (NSHA) and the Izaak Walton Killam Health Centre (IWK) – to hire general practitioners, family physicians, and specialist physicians to work in Nova Scotia. The stream helps the NSHA and IWK to recruit and retain physicians with the required skills for positions that they have been unable to fill with a permanent resident or Canadian citizen.

Entrepreneur :The Entrepreneur Stream is for experienced business owners or senior business managers who want to live in Nova Scotia. They must start a new business or buy an existing business and must actively participate in the day-to-day management of the business. After operating the business for a year, the entrepreneur may be nominated for permanent resident status. Application to the stream is by invitation only.

International Graduate Entrepreneur :The International Graduate Entrepreneur Stream is for recent graduates of a Nova Scotia university or the Nova Scotia Community College. They must have already started or bought a Nova Scotia business and operated it for at least a year. If they intend to settle in Nova Scotia, the graduate may be nominated for permanent resident status. Application to the stream is by invitation only.

Skilled Worker :The Skilled Worker stream helps employers recruit foreign workers and recently graduated international students whose skills are needed in Nova Scotia. An employer can only hire foreign workers for positions they have been unable to fill with permanent residents or Canadian citizens.

Occupations in Demand:The Occupations in Demand stream targets specific NOC C, intermediate-skilled occupations that are in high labour market demand in Nova Scotia. The Office of Immigration identifies occupations in demand based on labour market information and eligible occupations are subject to change.

Nova Scotia Demand: Express Entry :The Nova Scotia Demand: Express Entry stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have a good chance of quickly finding a job in Nova Scotia’s labour market.The Nova Scotia Office of Immigration reserves the right to consider only certain types of occupations for nomination, depending on current labour market needs. Applications will only be accepted online. Category A (for applicants with a job offer) will remain open. Category B (for applicants with experience in an opportunity occupation) is expected to open and close throughout the year. Controlling intake will allow us to process applications more efficiently.

Nova Scotia Experience: Express Entry:The Nova Scotia Experience: Express Entry stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have at least one year of experience working in Nova Scotia in a high skilled occupation.

Ontario

The Ontario Immigrant Nominee Program (OINP) is the province’s economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).Foreign workers, international students and others with the right skills, experience and education apply to the OINP for a nomination.The OINP recognizes and nominates people for permanent residence who have the skills and experience the Ontario economy needs, and the Government of Canada makes the final decision to approve applications for permanent residence.
The Ontario Immigrant Nominee Program (OINP) is currently accepting applications under the following streams:
Employer Job Offer: In-Demand Skills Stream : It gives foreign workers with a job offer in specific in-demand occupations, such as in agriculture, construction, trucking or personal support work, the opportunity to apply to permanently live and work in Ontario.

PhD Graduate Stream : It gives international graduates with an Ontario PhD degree the opportunity to apply to permanently live and work in Ontario.

French-Speaking Skilled Worker Stream*:It gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario. You must have a valid profile in Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence.

Skilled Trades Stream: It gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario.You must have a valid profile in the Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence.

Entrepreneur Stream: This stream is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.It gives an entrepreneur (and up to one foreign national business partner) the opportunity to be nominated for permanent residence once their business has been established in Ontario.

Prince Edward Island

One pathway is to be nominated to the federal government through the PEI Provincial Nominee Program (PNP). Individuals are selected for nomination based on their intention to live and work in PEI and their economic ability to establish here. At this time, priority will be given to entrepreneurs and to individuals qualified to work in areas with identified skill shortages in the PEI labour market.

Saskatchewan

The Saskatchewan Immigrant Nominee Program (SINP) is a way to immigrate to Canada. Through the SINP, the Province of Saskatchewan:
Invites residency applications from non-Canadians who want to make Saskatchewan their home
Nominates successful applicants to the federal government for permanent residency in Canada
The SINP is only one of the steps toward becoming a permanent resident in Saskatchewan. All approved applicants must also apply for residency through Immigration, Refugees and Citizenship Canada (IRCC) Canadian Immigration Commission.

Three SINP program categories you can apply to:

International Skilled Worker: for skilled workers who want to work and live in Saskatchewan.
Through this category, the SINP can nominate skilled workers who want to live and work in Saskatchewan. You’ll need to meet the SINP criteria and have factors that will help you settle successfully in Saskatchewan, including but not limited to: education, skilled work experience, and English or French Language ability.

International Skilled Worker: Employment Offer :This sub-category is for skilled workers who Have a job offer for a skilled occupation in Saskatchewan.

International Skilled Worker: Occupation In-Demand :This sub-category is for skilled workers who Don’t have a job offer in Saskatchewan but are highly skilled in an in-demand occupation.

International Skilled Worker: Saskatchewan Express Entry :This sub-category is for skilled workers who Want to live and work in Saskatchewan; Are in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry Pool

Saskatchewan Work Experience Application :This category is for foreign workers who: are currently working and living in Saskatchewan on a valid work permit; and would like to apply for permanent residency through the Saskatchewan Immigrant Nominee Program (SINP).

Skilled Worker With Existing Work Permit:This sub-category is for skilled workers who:Have been working in Saskatchewan for at least six months, with a valid work permit;

Semi-skilled Agriculture Worker with Existing Work Permit :This sub-category is for semi-skilled workers who: Have been working in Saskatchewan for at least six months, with a valid work permit;

Health Professionals:This stream is for skilled workers who:
Have been working full-time in Saskatchewan for at least six months, on a temporary work permit as a:

  • Physician;
  • Nurse; or
  • Other health professionals.

Hospitality Sector Project :This sub-category is for foreign workers who want to apply for permanent residency and: Are currently working in Saskatchewan on a temporary work permit; Have been working with an SINP Hospitality-approved employer for a minimum of six months (960 hours); and
Are working in one of the following jobs:

  • Food/Beverage Server (NOC 6513)
  • Food Counter Attendant/Kitchen Helper (NOC 6711)
  • Housekeeping/Cleaning Staff (NOC 6731)

Long-Haul Truck Driver Project : This sub-category allows trucking firms to bring long-haul truck drivers to Saskatchewan. To qualify for this project, long-haul truck drivers: Must begin working for an approved trucking firm in Saskatchewan on a temporary foreign work permit.If an approved trucking firm offers permanent employment, the trucker may apply to the SINP for permanent resident status after at least six months employment.

Students :This sub-category is for students who:
Have graduated from a recognized post-secondary educational institution in Canada.Want to apply for nomination by the Saskatchewan Immigrant Nominee Program (SINP).

Entrepreneur and Farm :

International Graduate Entrepreneur Category:
Immigrate to Saskatchewan as an entrepreneurial international graduate.There are four steps to the application and nomination process:
Step 1. Submitting an Expression of Interest (EOI) to the SINP
Candidates can show interest in nomination for Permanent Residence as an International Graduate Entrepreneur by submitting an Expression of Interest (EOI).
Step 2. Invitation to Apply
Candidates are selected from the EOI system. Selections are made based on their score on the points criteria grid. Top scores will be invited to apply.
Step 3. Business Establishment
Approved applicants on a valid post-graduate work permit (PGWP) must operate their proposed business.
Step 4. Nomination
Once an applicant fulfills the conditions of the Business Performance Agreement (BPA), they can apply to be nominated by the SINP for permanent residency.

Entrepreneur Application – SINP: Immigrate to Saskatchewan if you are an entrepreneur and plan to start a business in Saskatchewan.There are four steps to the nomination process:

  • Expression of Interest (EOI) submission to the SINP
  • EOI Selection and Invitation to Submit an Application
  • Candidates’ EOIs are selected based on their points score with those with the highest points selected during each draw. The number selected is dependent on program requirements (e.g. application inventory).
  • After candidates are invited to apply, applications are processed in the order that they are received.
  • Business Establishment
  • Nomination

Entrepreneur EOI System:The EOI is not an application; it is an expression of your interest in the SINP. Prospective immigrants will indicate their interest in operating a business and living in Saskatchewan by providing required information about their entrepreneurial experience, assets, and Business Establishment Plan (BEP), among other factors.
1. Candidates who meet the minimum entry eligibility criteria will be accepted into the EOI candidate pool.
2. Once submitted, EOIs are scored and ranked using the Points Grid.

  • Candidates with 115 points or higher were invited to apply. Candidates with 110 points were invited to apply after meeting the following criteria:
  • Canadian Language Benchmark (CLB) level of 4 or higher.

Farm Owner and Operator Application – SINP:If interested in applying in this category, contact us to learn more about what you’ll need to qualify for the program. We’ll also connect you to officials from Saskatchewan Agriculture. They can advise you on the type of farming operation you plan to operate here.Please note this category is strictly for business in primary agricultural production (crops and livestock). If you’re interested in agri-business operations, you may qualify under the SINP Entrepreneur Category.

Yukon : Yukon business owners can apply to the Yukon Nominee Program to hire foreign workers when their business can’t fill a permanent full-time job with a Canadian or permanent resident. The Government of Yukon doesn’t recruit workers on behalf of Yukon businesses.Foreign workers can bring a spouse or common-law partner and dependent children under the age of 18 to Yukon, if approved by Immigration, Refugees and Citizenship Canada (IRCC).
How to apply:
1. Determine which nomination stream to apply to.
2. Make sure you are eligible to apply.
3. Complete and submit the program application.
4. We nominate qualified foreign workers to the Government of Canada to receive permanent resident visas to live and work in Yukon through the Yukon Nominee Program. The federal government decides if the worker can immigrate to Canada.
