The Canadian Government made a historic announcement on June 27, 2023, introducing its inaugural Tech Talent Strategy, which focuses on leveraging immigration to bolster the country’s tech industry. This groundbreaking strategy includes an array of ambitious enhancements to existing immigration programs and the introduction of novel initiatives designed to entice leading tech professionals to Canada. For employers in the Canadian technology sector, this development bears significant importance, as it heralds a transformative shift in attracting and retaining top-tier talent within the country’s borders.

Enhancements and Fresh Initiatives The Government of Canada has undertaken a comprehensive review of its existing programs with the aim of expediting processing times and bolstering tech immigration. Below is a concise overview of these notable improvements:

  1. Launching a Novel Labour Market Impact Assessment (LMIA)-Exempt Innovation Stream: By the conclusion of 2023, the Government of Canada will introduce a new stream under the International Mobility Program, exempting LMIA requirements. This stream will feature employer-specific work permits for companies identified by the Government and open work permits for highly skilled workers in specific in-demand occupations, both applicable for up to five years.

  2. Reinforcing the Global Skills Strategy (GSS) Program: Initially launched in 2017, the GSS program has been geared towards recruiting highly skilled talent worldwide. Amidst challenges during the pandemic, processing targets were not fully met. To address this, the Government of Canada has expressed its commitment to achieving the two-week standard for processing Global Talent Stream LMIA assessments by Employment and Social Development Canada (ESDC). Similarly, Immigration, Refugees and Citizenship Canada (IRCC) will strive to meet the two-week standard for routine work permit applications. The resumption of expedited processing will enable Canadian employers to access top talent more expeditiously and effectively.

  3. Enhancing the Start-up Visa (SUV) Program: The SUV Program facilitates permanent residence for foreign entrepreneurs supported by designated Canadian investors. Despite its success, the program faced challenges with extended wait times. To enhance the SUV Program, the Government of Canada intends to extend the validity of open work permits for entrepreneurs to up to three years (from the current one year). Moreover, the program’s capacity will be increased from 1,000 to 3,500 spaces, further encouraging foreign entrepreneurs to participate in Canada’s innovative start-up ecosystem.

Enhancing Canada’s Tech Talent Attraction: Innovative Programs and Initiatives

In its pursuit of attracting top-tier tech talent, the Government of Canada has not only improved existing programs but also introduced a range of innovative initiatives designed to entice skilled professionals to Canada:

  1. U.S. Non-Immigrant H-1B Visa Holders’ Open Work Permit: Starting from July 16, 2023, U.S. non-immigrant H-1B specialty visa holders will have the opportunity to apply for an open work permit, valid for up to three years. Additionally, their accompanying dependents can apply for work or study permits with the same duration. This dedicated stream will operate for one year or until 10,000 work permit applications have been received. The aim is to broaden the horizons for highly skilled workers, offering them the chance to pursue their tech careers in North America while contributing to Canada’s economic prosperity.

  2. Express Entry’s STEM Stream: On May 31, 2023, Canada introduced the pioneering category-based selection for Express Entry. Within this system, a Science, Technology, Engineering, and Mathematics (STEM) stream has been established, targeting professionals in fields such as data science, software development & programming, mathematics, statistics & actuarial science, as well as electrical & electronics engineering. For aspiring tech talents, this STEM stream opens new pathways for immigration and career growth in Canada.

  3. Welcoming Digital Nomads: Recognizing the growing trend of digital nomadism, the Government of Canada will allow foreign digital nomads to work in Canada using a visitor visa for up to six months. If a digital nomad receives a job offer during their stay in the country, they can then apply for either a work permit or permanent residence. This initiative embraces the nomadic lifestyle while simultaneously encouraging talented individuals to become valuable contributors to Canada’s dynamic tech industry.
